  2. Name the debt Classify the drag that slows, duplicates, fragments, or mistrusts work.
  3. Strengthen the meaning Check whether terms, metrics, data sources, lineage, and permissions are governed.
  4. Release the capacity Prioritize interventions that reduce debt and increase usable capacity.
  5. Protect the human contract Ask who gains capacity, who bears risk, and whether dignity, agency, fairness, and trust are preserved.
